    Rick DuCharme

    DuCharme came to the animal welfare world with a background in sales, marketing and management working in the heavy equipment industry.  He started in animal welfare by volunteering at various shelters and rescues and spent years observing and researching the issues.  In 2001 DuCharme was appointed by Mayor Delaney of Jacksonville to serve on the “Mayor’s Task Force for Animal Control” and was a strong advocate for an effective spay/neuter program.

    In 2002 DuCharme founded First Coast No More Homeless Pets, an organization dedicated to ending the killing of dogs and cats in Jacksonville.  Also in 2002 the SpayJax program was introduced as one of the first in the southeast government funded targeted spay/neuter programs.  The SpayJax program continues today and is widely given credit for reversing the trend of increasing volumes of dogs and cats entering and dying in Jacksonville’s shelters.

    In 2007 FCNMHP opened their first small spay/neuter clinic that focused on feral cats and then domestic cats.  In 2008 working with the city of Jacksonville the Feral Freedom program was introduced; a first in the nation public/private collaboration to save all the feral/free roaming/community cats that come into the city’s shelters.  This program is saving the lives of nearly 5,000 cats each year.In 2009 FCNMHP opened one of the largest spay/neuter clinics in the country located in the Joseph A. Strasser Animal Health and Welfare Building the 16,000 square foot facility includes headquarters space for the organization, 8,000 square feet of clinic space and garage to further transport efforts.  This clinic is currently operating at a capacity of 105 surgeries per week and room enough for up to 220 surgeries per week.

Board Members

  • Debbie Fields, our board president and volunteer coordinator, began working with FCNMHP in 1999 with mobile adoptions, and helped develop our adoption fairs, before realizing that the best way to reach our goal was through increased spay/neuter. Debbie has been able to use her job with Clear Channel to secure free advertising for our programs, and to organize volunteers to raise money for FCNMHP at Clear Channel events. She and her husband Craig currently have 1 dog and 5 cats, subject to change at any time!

  • Leigh Burdett is our Secretary. She is a New England/Boston transplant since 1998. Along with volunteering with FCNMHP since 2003, she has enjoyed the adoption counselor role and has fostered kittens in need for Animal Care and Control for the City of Jacksonville. In 2007, Leigh volunteered with Pets with No Vets and the Grand Bahamas Humane Society on a spay/neuter project. She has a BS Degree in Business Administration with a Minor in Communications from UNH, and is the President of Ideas That Make It Happen, Inc where she works fulltime. She also does pro bono work for the City of Jacksonville for the Walter Jones Park in Mandarin, and rides in the MS 150 annually for Multiple Sclerosis. A member of Peta since 1995 and a vegetarian for 10 years, Leigh’s family includes 4 special children Abbie, Walter, Gilbert and Henry, all fun loving shelter rescues.

  • Anastasia Regas Stone joined the FCNMHP Board in 2004. She lives in Springfield with her husband Cliff and their family of permanent and foster dogs, and have helped over 80 dogs from AC&C and the Springfield neighborhood in the past two years.

  • Peter Marsh was one of the founders of Solutions to Overpopulation of Pets, a non-profit advocacy organization that spearheaded the successful effort to establish New Hampshire’s publicly-funded neutering assistance program. Since the program began operating in 1994, New Hampshire’s shelter euthanasia rate has dropped by 75%, to 2 Pets Per Thousand People, one-sixth of the national shelter euthanasia rate.  He has served as the Governor’s appointee to the Pet Overpopulation Committee since the New Hampshire Legislature established the committee in 1998 and currently serves on the Governor’s Task Force on the Humane Treatment of Animals.

  • Kim Tippin is a summa cum laude graduate of Florida State University, and has been with the Dalton Agency for over eleven years. She currently works as a Creative Group Head, assisting a team of designers working on ad campaigns. Kim and her husband Todd love the outdoors and spend their time sailing, as well as playing with their red dobies, Jazz and Molly.

  • Kelly Delaney is a 1992 graduate of Jacksonville University and also has a Master’s of Education degree from National University in San Diego, CA. She has lived and taught in numerous locations in the United States and abroad, and has lived in Jacksonville since 1999. Kelly has received several awards for her work as an educator, and has been an active volunteer with the Jacksonville Humane Society and Lutheran Family Services. Kelly joined the FCNMHP board in 2007, and has two cats, Mary and Daphne. Originally from North Carolina,

  • Lee Conway and her husband Peter came from California to Ponte Vedra in 1993. Lee began trapping feral cats in California twenty years ago, and put her skills to work here first with the Bear Foundation, and later with FCNMHP. Lee is glad to be able to use her expertise to help us with the fight against pet overpopulation.
